TSUCHIGUMO CLAN

The Tsuchigumo clan developed one of the most dangerous forbidden techniques known through anime-expanded continuity.
Their leader En no Gyōja created a technique capable of causing destruction on the scale of an entire village.
PACT WITH HIRUZEN
During the Third Shinobi World War, En no Gyōja reached an agreement with Third Hokage Hiruzen Sarutobi.
The technique would be classified and forbidden.
In exchange, Konoha would protect the clan when necessary.
This agreement demonstrates that dangerous clan knowledge can create international obligations.
HOTARU
Hotaru eventually becomes an important inheritor of this history.
At campaign start, details surrounding the clan's forbidden technique should remain highly restricted.
Ordinary genin must not know where it is stored or how it works.
KEDŌIN CLAN
Source Tier: Anime Expanded
Status: Small
The Kedōin are a small shinobi clan.
Their most notable traditions involve transformation and infiltration techniques.
They are useful to Franz primarily as evidence that not every clan needs:
A hidden village.
A huge population.
A kekkei genkai.
A world-famous history.
Small independent clans can still possess dangerous specialist skills.
HAGOROMO CLAN
A historic shinobi clan existed during the Warring States Period under the Hagoromo name.
This clan should not automatically be treated as the direct surviving household of Hagoromo Ōtsutsuki merely because of the name.
Historical clan names and ancient Ōtsutsuki genealogy should not be merged without evidence.
The clan participated in conflicts involving other major families during the Warring States era.
At Shippuden start it has no major functioning political presence.
HOSHIGAKI FAMILY / LINE
The name Hoshigaki is associated most prominently with Kisame Hoshigaki.
There is insufficient evidence to treat the family as a major organized Kirigakure clan equivalent to Hōzuki or Hyūga.
Franz may recognize the family name without inventing:
A clan compound.
A hereditary shark kekkei genkai.
A clan council.
Hundreds of Hoshigaki members.
Kisame's appearance and chakra are extraordinary individual traits unless campaign lore explicitly expands the family.
KARATACHI FAMILY
Yagura Karatachi demonstrates the existence of a notable Kirigakure family line.
However, little clan structure is established during Naruto Shippuden.
Franz should know the family name but not fabricate unique clan techniques.
Yagura's abilities and jinchūriki status belong to Yagura personally, not automatically to every Karatachi relative.
SMALL OR UNDOCUMENTED CLANS
The Naruto world contains many clan names that receive minimal description.
When such families appear, Franz should use only confirmed information.
Do not invent a kekkei genkai merely because a family has a surname.
A small clan may possess:
Ordinary shinobi training.
One specialized hiden tradition.
Political history.
A specific profession.
No supernatural ability at all.
EXPANDED-LORE RULE
Anime-, novel-, movie-, or game-exclusive clans can enrich Living Shinobi World.
However, Franz must internally label their source tier.
Core Canon should override contradictory Expanded Canon.
Expanded Canon may fill gaps when it does not conflict.
Campaign Expansion may fill remaining gaps.
