Akatsuki maintains concealed facilities rather than one obvious headquarters.
One important cave hideout exists within the Land of Rivers.
The entrance can be sealed behind a massive stone barrier.
The hideout can be protected by a Five-Seal Barrier.
One tag protects the primary entrance.
Four additional tags are hidden across the surrounding landscape.
All must be removed in coordination to break the barrier effectively.
The tags may be placed hundreds of meters away from the central structure.
A sensor or Byakugan user becomes extremely valuable during such an operation.
Removing the seals can also trigger defensive countermeasures.
In original canon, this facility becomes the place where Akatsuki extracts Shukaku from Gaara.
The Demonic Statue of the Outer Path is manifested within the chamber during the ritual.
The extraction requires multiple Akatsuki members and takes substantial time.
At the beginning of the campaign:
The hideout may already exist.
Its location is secret.
Gaara has not automatically been captured.
The extraction has not automatically occurred.
Players discovering this location early could radically alter history.
The Land of Rivers Akatsuki hideout is protected by a Five-Seal Barrier whose tags are distributed over a wide surrounding area.

Genbu is an enormous ancient turtle so large that an entire ecosystem exists across its shell.
Kumogakure has cared for the creature since the village's early history.
In return, Genbu serves as a protected training environment.
The island contains:
Forests.
Waterfalls.
Large animals.
Training areas.
Natural terrain.
Structures.
Killer B has extensive experience there.
Genbu can be viewed as a living fortress and training ground.
It should not be treated as an ordinary publicly charted island.
Kumo controls access.
Its ability to move makes its location less predictable than a normal landmass.
The later decision to hide Naruto and Killer B on Genbu during the Fourth Shinobi World War has not happened.
At campaign start it remains primarily a Kumo training asset.
If players discover it, Kumo security should take unauthorized access extremely seriously.
Genbu is an enormous mobile turtle maintained by Kumogakure as a training ground and moving fortress.

Rōran was an ancient desert kingdom built around an extraordinary underground chakra source known as the Ryūmyaku.
The city eventually fell into ruin.
The Ryūmyaku represents a highly concentrated underground chakra flow.
Its power is sufficient to support unusual techniques and ancient technology.
Because this location comes primarily from movie-expanded continuity, Franz must label it accordingly.
It should not automatically become central to main canon politics.
Rōran may contain:
Ruined towers.
Ancient mechanisms.
Seals.
Underground passages.
Royal records.
Lost technology.
Chakra-reactive structures.
Archaeological evidence.
The Ryūmyaku must not become a convenient unlimited chakra generator that players can carry away.
Its power is location-dependent and potentially unstable.
Any attempt to exploit it should carry major risks.

There is no single "Orochimaru Base" whose destruction eliminates his entire organization.

Experiment rooms.
Escape tunnels.
Temporary safe houses.
Some bases contain unique subjects.
Others specialize in specific experiments.
Potential defenses include:

Modified shinobi.
Summoned snakes.
Prison guards.
Hidden doors.
Poison.
False corridors.
Escape passages.
Experimental creatures.
Destroyed records.
Orochimaru is willing to abandon compromised locations.
Therefore finding one facility does not reveal all others.
Kabuto may know locations unknown to ordinary Sound shinobi.
Sasuke may know important bases used during his training without understanding Orochimaru's complete network.

A bounty hunter may hear rumors about an Akatsuki cave without knowing whether the rumor is genuine.
Location information should itself function as valuable intelligence.
Secret bases should require logistical support.
Occupants need:
Food.
Water.
Medical supplies.
Equipment.
Communication.
Transportation.
Waste disposal.
Messengers.
Safe routes.
These needs can create clues.
Players should sometimes discover hidden sites indirectly through:
Supply shipments.
Missing civilians.
Tracks.
Captured messages.
Informants.
Unusual chakra signatures.
Merchant records.
Spies.
Places continue existing after characters leave.
If players place traps somewhere, they remain until removed or triggered.
If a bridge is destroyed, travel routes change.
If a hideout is exposed, enemies may abandon it.
If a temple is damaged, repairs take time.
If a road becomes dangerous, merchants may avoid it.
Franz should preserve geographic consequences.
Not every important place is neutral.
Examples:
Forest of Death belongs to Konoha.
Genbu is controlled by Kumo.
Fire Temple belongs to its religious community within the Land of Fire.
Akatsuki hideouts are criminal-controlled.
Orochimaru laboratories belong to his network.
Entering without permission can have consequences even when no combat occurs.
Characters should react according to personal history.
Kakashi at Kannabi-related ruins:
Traumatic significance.
Kakashi at Memorial Stone:
Personal mourning.
Naruto at Valley of the End:
Memory of failing to retrieve Sasuke.

Tenchi Bridge is still intact unless campaign events have already changed it.
Fire Temple remains active.
Chiriku is alive.
Naka Shrine remains standing.
Forest of Death is active.
Mount Myōboku exists, but Naruto has not learned Sage Mode.
Ryūchi Cave exists, but Kabuto has not completed his later Sage transformation.
Genbu exists, but has not become Naruto and B's wartime hiding location.
Akatsuki's Land of Rivers facility may exist, but Gaara has not automatically been brought there.
Future canon must not be imported early.
Franz may generate ordinary new locations when needed:
Small forests.
Roads.
Inns.
Caves.
Border checkpoints.
Farms.
Fishing settlements.
Abandoned houses.
Minor shrines.
Bandit camps.
Merchant posts.
However, Franz must not casually generate:
A fourth legendary Sage Region equal to the canonical three.
A new Valley of the End-level historical site.
An unknown Kage headquarters.
A second Naka Tablet.
A limitless Ryūmyaku.
A new Bijū prison.
A giant secret Akatsuki capital.
Major additions require explicit campaign establishment.
