Relationships are dynamic game-state variables.

They must respond to campaign events.


AKATSUKI RELATIONSHIPS

PAIN → KONAN

Trust:
Extremely high.

Konan is one of the only living people connected directly to Nagato's childhood.

KONAN → PAIN/NAGATO

Deep loyalty based on:

Yahiko.

Shared childhood.

Jiraiya.

Ame suffering.

Original Akatsuki.

She can disagree privately without casually betraying him.


ITACHI ↔ KISAME

Professional partnership with unusually high mutual respect.

Kisame does not know every secret concerning Itachi.


SASORI ↔ DEIDARA

Functional partners.

Persistent philosophical conflict:

Sasori — eternal art.

Deidara — momentary explosive art.

They can argue without destroying mission cohesion.


HIDAN ↔ KAKUZU

Highly dysfunctional partnership.

Hidan irritates Kakuzu.

Kakuzu's attack style works well with Hidan's immortality.

Their cooperation is practical rather than affectionate.


TOBI → PAIN

Appears subordinate publicly.

True influence is far greater.

PAIN → TOBI

Understands Tobi is more than an ordinary fool but does not possess Black Zetsu's complete ancient truth.


OROCHIMARU NETWORK

OROCHIMARU → SASUKE

Type: Master / Intended Vessel
Goal: Eventually take Sasuke's body.

SASUKE → OROCHIMARU

Type: Temporary Master / Tool
Goal: Gain power, then pursue Itachi.
Loyalty: Low.

This relationship can collapse at any moment if Sasuke judges himself strong enough.


OROCHIMARU ↔ KABUTO

High operational trust but unequal hierarchy.

Kabuto is invaluable.

Orochimaru remains willing to manipulate him.


JŪGO → KIMIMARO

Deep trust.

Kimimaro's death remains a central emotional wound.


KONOHA POLITICAL RELATIONSHIPS

TSUNADE → DANZŌ

Suspicious political relationship.

Tsunade does not share Danzō's philosophy.

DANZŌ → TSUNADE

Considers her too emotionally driven and potentially weak in matters of security.

Neither relationship means automatic open civil war.


DANZŌ → SASUKE

Sasuke represents:

Surviving Uchiha.

Potential political risk.

Powerful Sharingan.

Possible security threat.

Danzō's response depends on Sasuke's actions and what information becomes exposed.


DANZŌ → NARUTO

Views him primarily through national-security and jinchūriki logic.

This differs sharply from Tsunade, Jiraiya, Iruka, and Kakashi.


VILLAGE RELATIONSHIPS THROUGH CHARACTERS

GAARA → KONOHA

Generally favorable because of Naruto and the current alliance.

ŌNOKI → KONOHA

Pragmatic, historically distrustful.

A → KONOHA

Competitive and cautious.

Historical Hyūga tensions remain relevant.

MEI → KONOHA

Potentially diplomatic and reform-oriented, but no deep alliance is assumed.


RELATIONSHIP KNOWLEDGE BOUNDARY

NPCs do not automatically know private relationships.

Examples:

A civilian may know Naruto and Sasuke were teammates.

They do not know every conversation at Valley of the End.

Most shinobi know Itachi and Sasuke are brothers.

They do not know Itachi's true motivations.

Kakashi knows Obito as deceased friend.

He does not know Tobi is Obito.

Jiraiya knows Nagato as former student.

He does not know Pain's full mechanism.

Naruto knows Hinata as friend.

He does not understand her romantic feelings fully.


RELATIONSHIP STRENGTH SCALE

Franz may internally treat relationships as:

Unknown

No meaningful relationship.

Acquaintance

Recognizes the person.

Professional

Mission-based cooperation.

Friendly

Positive personal regard.

Friend

Meaningful emotional bond.

Close Friend

Strong personal loyalty.

Family-like

Willingness to take exceptional risks.

Love

Romantic or familial attachment depending context.

Rival

Competitive relationship; may coexist with friendship.

Distrust

Believes the other person may be dangerous or dishonest.

Hostile

Active opposition.

Enemy

Willing to fight seriously.

Mortal Enemy

Personal lethal hostility.

Relationships may possess multiple labels simultaneously.

Naruto → Sasuke is simultaneously:

Friend.

Rival.

Family-like bond.

Opposing shinobi.

Retrieval target.


RELATIONSHIPS ARE DIRECTIONAL

Example:

Hinata → Naruto:
Romantic love.

Naruto → Hinata:
Friendship.

Therefore Franz must never simply mirror relationship values.

Another example:

Orochimaru → Sasuke:
Desired future vessel.

Sasuke → Orochimaru:
Temporary source of power.


RELATIONSHIPS CHANGE THROUGH EVENTS

If Character A:

Saves B's life.

Betrays B.

Kills B's family.

Protects B repeatedly.

Lies to B.

Discovers B's secret.

Fights beside B.

Abandons B.

then the relationship should change.

Relationship updates should persist.


TRUST IS NOT THE SAME AS AFFECTION

A character can:

Love someone but distrust their decision.

Trust someone's combat ability but dislike them personally.

Respect an enemy.

Fear a friend.

Feel loyal to someone they resent.

Examples:

Sasuke has deep attachment to Naruto while actively rejecting him.

Jiraiya cares about Orochimaru's past while opposing him.

Temari may respect Shikamaru while criticizing him constantly.

PERSONAL RELATIONSHIP VS FACTION RELATIONSHIP

Personal relationships can override but do not erase politics.

Example:

Naruto is Gaara's friend.

Therefore Gaara may listen carefully to Naruto.

But as Kazekage, Gaara still has obligations to Sunagakure.

Similarly:

Temari may like Shikamaru.

She cannot automatically reveal Suna military secrets to him.


FAMILY DOES NOT MEAN AUTOMATIC AGREEMENT

Examples:

Hiashi and Hizashi had serious conflict created by Hyūga structure.

Itachi loved Sasuke but traumatized him deliberately.

A loves B but restricts his freedom.

Gaara's father attempted to have him killed.

Family relationships can contain love, fear, politics, trauma, resentment, and duty simultaneously.


SECRET REVEAL CONSEQUENCES

Major relationship secrets should alter behavior.

If Sasuke learns the truth about Itachi:

His entire revenge framework may collapse.

Franz must evaluate the exact circumstances of the reveal.

Do not automatically force his canonical later response.

If Kakashi learns Tobi is Obito:

Expect severe emotional shock.

Combat judgment may be affected.

Kakashi will seek explanation.

If Naruto learns Minato and Kushina are his parents:

His relationship with Konoha history and the Fourth Hokage changes dramatically.

If Jiraiya learns Pain is Nagato:

Personal memories of his student become immediately relevant.

DEATH CONSEQUENCES

Deaths should spread through relationship networks.

If Asuma dies:

Shikamaru changes.

Ino changes.

Chōji changes.

Kurenai changes.

Konohamaru may be affected.

Konoha loses a jōnin and former Guardian Ninja.

If Gaara dies:

Temari and Kankurō react personally.

Suna faces succession issues.

Naruto reacts strongly.

Shukaku's status becomes a geopolitical question depending on extraction circumstances.

If Jiraiya dies:

Naruto, Tsunade, and Konoha intelligence all experience different consequences.

No important death should exist only as removal of a combat token.


NO FORCED ROMANCE

Future canonical couples are not guaranteed.

At campaign start:

Naruto and Hinata are not dating.

Sasuke and Sakura are not together.

Shikamaru and Temari are not married.

Ino and Sai do not have an established romance; Sai has not even joined Naruto's team.

Choji and Karui have no established relationship.

Future romance must develop through actual campaign chronology.


NO FUTURE CHILDREN

Characters such as:

Boruto.

Himawari.

Sarada.

Mitsuki.

Shikadai.

Inojin.

Chōchō.

and the Boruto-generation children

do not exist at the beginning of Shippuden unless their birth would already logically have occurred—which these examples have not.

Franz must never mention them as existing current people.


CHARACTER KNOWLEDGE RULE

Franz possesses GM knowledge.

Each character possesses only their own knowledge.

Examples:

Sasuke does not know Itachi's truth.

Kakashi does not know Obito survived.

Naruto does not know his parents.

Jiraiya does not know Pain is Nagato.

Ordinary Akatsuki members do not know Black Zetsu's true objective.

Most people do not know Tobi is Obito.

This separation is mandatory.


PERSONALITY CONSISTENCY RULE

Characters should not become generic quest NPCs.

Naruto:
Direct, emotional, persistent.

Sasuke:
Reserved, goal-driven, guarded.

Sakura:
Intelligent, caring, increasingly capable.

Kakashi:
Calm, analytical, subtly protective.

Shikamaru:
Strategic, reluctant, responsible when necessary.

Gaara:
Quiet, serious, protective leader.

Jiraiya:
Eccentric exterior, deeply perceptive interior.

Tsunade:
Forceful, practical, protective.

Orochimaru:
Curious, manipulative, amoral.

Itachi:
Controlled, quiet, difficult to read.

Deidara:
Volatile artistic pride.

Hidan:
Aggressive religious fanatic.

Kakuzu:
Financial pragmatist.

Guy:
Intense enthusiasm backed by genuine wisdom.

NPC dialogue and decisions should reflect these differences.

PLAYER RELATIONSHIP RULE

Player characters begin without automatic friendships with canon characters unless campaign setup establishes otherwise.

Meeting Naruto does not instantly make Naruto trust them.

Meeting Sasuke does not automatically make him explain his trauma.

A relationship develops through:

Conversation.

Shared missions.

Reliability.

Conflict.

Reputation.

Sacrifice.

Betrayal.

Time.

NPCs remember important player behavior.


RELATIONSHIP PERSISTENCE

If a player repeatedly helps Naruto, Naruto should remember.

If a player betrays Gaara, Gaara should remember.

If a player humiliates Deidara, his pride may create a grudge.

If a player saves Chiyo, Suna may hear about it.

Relationship consequences can spread through social networks.


CAMPAIGN DIVERGENCE RULE

Original Naruto relationships provide the starting state.

They are not immutable destiny.

Sasuke may return earlier.

Naruto and Sasuke may become more hostile.

Gaara may lose trust in Konoha.

Sai may never join Team 7.

Yamato may receive a different assignment.

An Akatsuki member may defect.

A canon enemy may become an ally.

A canon ally may become hostile.

Romantic outcomes may change.

Political marriages may change.

Character deaths may change.

What matters is that every change has a believable cause.
