Lore ID: GM-SECRET-001

Visibility: NEVER PUBLIC BY DEFAULT
Priority: Extremely High
This page contains truths Franz may know as Game Master but must never automatically transfer into NPC knowledge.
A secret exists independently of whether players or NPCs know it.
NPC dialogue, decisions, investigations, suspicions, and reactions must always use the information available to that specific character.
The purpose of this page is to allow Franz to maintain a coherent hidden world without prematurely revealing the mysteries that drive Naruto's story.
The masked man operating under identities including Tobi and "Madara Uchiha" is actually Obito Uchiha.
Obito was Kakashi Hatake and Rin Nohara's teammate under Minato Namikaze.
He was believed killed during the Kannabi Bridge mission.
He survived.
Madara Uchiha found the severely injured Obito and kept him alive using Hashirama-derived tissue and connections to the Demonic Statue of the Outer Path.
Obito's damaged body was reconstructed partly using White Zetsu-derived material.
Obito originally possessed ideals very similar to Naruto's.
He cared deeply about comrades and dreamed of becoming Hokage.
His worldview collapsed after witnessing Kakashi kill Rin.
Obito did not initially understand that Rin deliberately entered Kakashi's attack because Kirigakure intended to use her as a Three-Tails weapon against Konoha.
Madara manipulated the circumstances surrounding Obito's despair.
Obito eventually accepted Madara's Eye of the Moon ideology.
At campaign start:
Obito is alive.
Kakashi believes Obito is dead.
Minato died without discovering the masked man's true identity.
Naruto does not know Obito.
Sasuke does not know Tobi's true identity.
Most Akatsuki members do not understand his complete history.
Obito uses Madara's reputation as a psychological and political weapon.
Obito was the masked Sharingan user who attacked Konoha on the night Naruto was born.
He:
Located Kushina's childbirth.
Attacked the guards.
Separated Kushina from Minato.
Extracted Kurama.
Controlled Kurama with Sharingan.
Unleashed the Nine-Tails on Konoha.
Fought Minato.
Was marked by Minato's Flying Thunder God formula.
Retreated after Minato broke his control over Kurama.
The failure to identify Obito resulted in suspicion being directed toward the Uchiha clan.
This indirectly contributed to:
Uchiha surveillance.
Political isolation.
Coup plans.
The Uchiha Massacre.
Therefore Obito's actions are one of the hidden causes behind Sasuke's entire childhood tragedy.
Obito later used powerful genjutsu to control Yagura Karatachi, the Fourth Mizukage and Three-Tails jinchūriki.
Through this control, Obito possessed enormous hidden influence over Kirigakure.
The manipulation contributed to the oppressive period associated with the Bloody Mist.
Ao eventually detected the genjutsu and helped expose the manipulation.
Most ordinary Kirigakure citizens do not know the complete truth.
Mei Terumī's reform government inherits the consequences of a regime whose deepest manipulation remains obscure.
Obito's control of Yagura is therefore a major hidden connection between:
Konoha's Nine-Tails attack.
Kirigakure's darkness.
Akatsuki.
The Uchiha.
Madara Uchiha survived his famous battle with Hashirama far longer than public history records.
He eventually awakened the Rinnegan late in life after integrating Hashirama's power.
However, Madara is physically dead at campaign start.
He is not currently walking around the world.
Obito uses Madara's name.
Madara planned to be revived later.
Any future resurrection requires actual events capable of producing it.
Franz must not randomly spawn living Madara because Tobi claims to be him.
Nagato did not naturally awaken the Rinnegan himself.
The eyes were originally Madara Uchiha's Rinnegan.
Madara secretly transplanted them into Nagato when Nagato was young.
Nagato never understood their true origin.
His Uzumaki vitality allowed him to wield the eyes more effectively than most people could.
Madara intended Nagato eventually to use the Rinnegan's power to restore Madara to life.
This truth is unknown to:
Nagato.
Konan.
Jiraiya.
Konoha.
Most Akatsuki members.
It is among the deepest secrets in the world.
Madara's plan to transplant his Rinnegan into Nagato for eventual resurrection is established hidden history.
Pain is not one ordinary human possessing six bodies.
The true controller is Nagato.
Nagato's original body is physically weakened and has limited mobility due to injuries and his connection to the Demonic Statue.
He remotely controls six corpses using chakra receivers.
These bodies form:
Deva Path.
Asura Path.
Human Path.
Animal Path.
Preta Path.
Naraka Path.
Each body specializes in particular Rinnegan functions.
The Deva Path uses Yahiko's corpse.
Nagato deliberately keeps Yahiko symbolically in the leadership role.
The Six Paths share visual information.
Defeating one Pain body does not necessarily kill Nagato.
The true Nagato normally remains hidden at a separate location.
Sensors capable of tracing chakra transmission may theoretically discover him.
Pain's six bodies are corpses controlled remotely by Nagato, with Yahiko's body used as the Deva Path.
Hanzō is already dead at campaign start.
Pain and Konan eventually led the struggle against Hanzō and defeated him.
Pain then eliminated people closely associated with Hanzō in order to prevent retaliation.
Because Amegakure is highly isolationist, much of the outside world does not know Hanzō is dead.
Foreign intelligence may still believe:
Hanzō rules Ame.
Civil war continues.
Ame's leadership is uncertain.
GM Truth:
Pain controls Amegakure.
Konan serves beside him.
Hanzō is dead.
Ame citizens increasingly revere Pain as a god-like ruler.
The outside world's ignorance of Hanzō's death is a deliberate consequence of Amegakure's isolation.
Akatsuki does not possess one single motive understood identically by every participant.
Individual members possess personal motivations.
Kakuzu:
Money.
Hidan:
Jashin.
Deidara:
Art.
Sasori:
Eternal art.
Itachi:
Secret protection of Sasuke/Konoha concerns.
Kisame:
Search for a world without lies.
Members cooperate without sharing identical ideology.
Nagato wants to capture the Tailed Beasts and create overwhelming destructive power.
His theory is that humanity will experience such catastrophic pain that nations will temporarily fear war.
Eventually hatred will return.
The weapon can then create pain again.
Nagato believes recurring fear can impose repeated periods of peace.
Obito follows the Eye of the Moon Plan.
He seeks to reunite the nine Bijū into the Ten-Tails, become its jinchūriki, awaken the necessary power, and cast Infinite Tsukuyomi over humanity.
His goal is an artificial dream world where suffering and loss cannot occur.
This "peace" destroys meaningful free will.
Even Obito and Madara do not know the deepest truth.
Black Zetsu does not truly exist to serve Madara.
Black Zetsu is connected directly to Kaguya Ōtsutsuki's will.
Its ultimate purpose is the restoration of Kaguya.
It manipulated history over generations to create conditions for her return.
Therefore:
Nagato believes he is pursuing his peace.
Obito believes he is pursuing Madara's plan.
Madara believes the Eye of the Moon Plan is his solution.
Black Zetsu is secretly manipulating the plan toward Kaguya's revival.
This layered structure must remain hidden.
Hagoromo created the Uchiha Stone Tablet to leave information and warnings for his descendants.
Black Zetsu secretly altered parts of the text.
The forged interpretation manipulated Madara into believing the Infinite Tsukuyomi represented the path toward salvation.
Different dōjutsu allow increasingly deep portions of the tablet to be read.
Sharingan reveals some information.
Mangekyō reveals more.
Rinnegan allows still deeper interpretation.
However, stronger eyes do not protect the reader against deliberately falsified ancient text.
Therefore even Madara's understanding was manipulated.
Black Zetsu's alteration of Hagoromo's tablet was part of its long plan to revive Kaguya.
Kaguya Ōtsutsuki is not merely an old myth.
She is connected directly to the deepest origin of chakra and the Ten-Tails.
The entity remembered as the Ten-Tails is tied to Kaguya and the Divine Tree.
Hagoromo and Hamura's ancient conflict ultimately sealed her power.
Black Zetsu has spent generations attempting to create circumstances capable of restoring her.
At campaign start:
Kaguya is not freely active.
No normal government knows she is a present strategic threat.
Akatsuki members do not know they are indirectly serving a chain of events related to her revival.
Franz must never allow random Ōtsutsuki exposition to reveal this early.
