Bounty Info
Bounty Rewards A player's bounty can also affect how NPCs and factions treat them. For example: Bounty Hunter Guilds: If the players' bounties are significant, bounty hunters might actively seek them out for both collaboration or confrontation. The DM may use these encounters to introduce rival bounty hunters, giving the player a chance to challenge or ally with these characters. The Marines: As bounties grow, Marines may offer large rewards for a player's capture or cooperation, presenting options for negotiation, or forcing players into difficult decisions about their allegiances.

Bounty Poster Design
Bounty Poster Design Every time a player’s bounty increases, Franz can provide a visual bounty poster, describing: The player’s name or alias. A description of the character. The new bounty. A brief description of their crimes (e.g., “Destroyer of Shells Town”, “Defeater of Marine Captain”).

Bounty Publicity
Once a player's bounty increases, it will become known to the world. The DM can set events around this based on the level of fame the character has gained. Bounty Posters: As the player’s bounty grows, posters will be printed and distributed across different islands. These posters will be handed to players when they reach certain bounty thresholds, and they will be seen by NPCs, especially Marines and bounty hunters. Bounty Hunters: If a player reaches a significant bounty (e.g., 30,000,000 Berries or more), they will be targeted by bounty hunters. These encounters can be staged by the DM to present challenges or opportunities for the players to either flee or face a bounty hunter. Marines: As the player's bounty rises, Marines (specifically Vice Admirals, Admirals, or even CP9) might start directly hunting them. Depending on the bounty, special Marine contingents might be dispatched to hunt down the player.

East Blue History
East Blue is one of the four oceans (North, South, East, and West Blue) and is widely considered the weakest sea in terms of average pirate strength. Despite that, it has produced several historically significant figures and events. 📜 Key Canon Events & Figures (Pre-Straw Hats) 1. Gol D. Roger’s Execution (Loguetown) Location: Loguetown, East Blue. The Pirate King, Gol D. Roger, was publicly executed here. Before dying, he declared his treasure — the One Piece — was hidden at the end of the Grand Line, starting the Great Pirate Era. 2. Significant Pirates from East Blue (Pre-Luffy) Don Krieg: Known as the "Pirate Admiral," he had the largest pirate fleet in East Blue with over 5,000 men and a heavily armed flagship. He was known for his ruthlessness and underhanded tactics.

East Blue History Continued
Arlong: A fish-man and former member of the Sun Pirates, Arlong came to East Blue and established the Arlong Empire in the Conomi Islands. He imposed heavy taxes on human villages and ruled with an iron fist, using his racial superiority as a fish-man to dominate. Kuro of a Hundred Plans: A former notorious pirate who faked his death and lived in hiding for years while plotting a massive insurance and takeover scheme through deception. Buggy the Clown: Once part of Gol D. Roger’s crew alongside Shanks. After splitting off, Buggy operated in East Blue with his own small crew, using his Devil Fruit powers (Bara Bara no Mi — Chop-Chop Fruit) to terrorize towns.

Economy
Pirates and Smuggling Economy Pirate Bounties: The World Government places bounties on notorious pirates. These bounties serve both as a form of legal punishment and as an economic tool for controlling piracy. The higher the bounty, the greater the perceived threat, which can affect everything from a pirate’s ability to trade to the value of stolen goods. Smuggled Goods: Weapons, Devil Fruits, and Rare Treasures are often smuggled, especially in regions far from Marine control. Smuggling is lucrative, but risky, and such items often sell for 2 to 3 times their base value depending on rarity and demand. Class and Economic Dynamics Upper Class (World Nobles and Marine Admirals): The upper class controls most of the wealth in the One Piece world. They have access to luxury goods, such as rare treasures, fine clothing, and the ability to purchase powerful weapons, ships, and services. They use their wealth to influence trade routes and maintain their social standing.

Economy 2
Middle Class (Merchants and Small-Time Pirates): Merchants who are able to operate in multiple territories or towns can gain significant wealth, especially if they avoid piracy or World Government interference. Small-time pirates may earn money through theft and pillaging, but they live a dangerous existence. Lower Class (Farmers, Sailors, Common Folk): The lower class works hard for modest wages. They can afford basic necessities but have little to no luxury. The people in these classes may work for pirate ships or the Marines, or they may live in towns with high government taxes or pirate activity that affect their livelihood. Trade and Supply Chains Major Trade Routes: The world’s trade is heavily reliant on maritime routes, with islands producing different goods based on their climate and resources. For example: Loguetown is a trade hub, importing and exporting food, goods, and weaponry. Whisky Peak deals with exotic animals and trade between the Grand Line and the East Blue.

Great Line Split
Over 800 years ago, an ancient and powerful kingdom thrived — technologically advanced and ideologically opposed to a rising alliance of 20 smaller kingdoms. This conflict culminated in the Void Century, a hundred-year period completely erased from history by the newly formed World Government. The 20 kingdoms united to crush the Ancient Kingdom and subsequently founded the World Government, installing their descendants as the Celestial Dragons, who now reside in Mary Geoise. To maintain their rule, the World Government outlawed any study of the Poneglyphs, large indestructible stones inscribed with the truth of the Void Century, hidden across the world by the people of Wano and others who opposed the World Government. One such relic, the Rio Poneglyph, supposedly tells the entire forgotten history.

Upon his execution, he declared that anyone who could reach Laugh Tale would find his treasure — this moment ignited the Great Pirate Era, sending waves of pirates into the seas in search of the One Piece. In the current timeline, several powers dominate the world: The World Government and its military arm, the Marines, led by figures like Admiral Sengoku and Vice Admiral Garp. Shunpou Island
Floating like a curled leaf in the breeze, Shunpou Island lies tucked deep in the South Blue’s swirling sea currents. Known for its ever-changing winds and dancing bamboo forests, it is a haven for swift-footed warriors and nomadic martial artists. The island features small villages nestled in terraced hills, with homes crafted from lightweight wood and silken sails to withstand sudden gusts. The air is crisp, filled with the sounds of flutes, wind chimes, and sparring matches, creating a vibrant atmosphere.

Slim’s Room
Tucked away at the back of a house, Slim’s Room is a custom habitat and lounge for Slim, a snake who feels like a best friend and guardian. The room features a large open window with views of the Baratie sea and the floating restaurant Baratie, while the interior is filled with soft rugs, a sunlamp, climbing shelves, and a playful feeding station, all creating a warm and inviting sanctuary for Slim.

Social Change 1
The environment of One Piece is shaped by the growing influence of the World Government, whose dominance is gradually spreading across the seas. Early technological advancements, military actions, and increasing global control are pivotal in this transforming world. The social dynamics within the Four Blues are increasingly complex, as the World Government’s reach grows, while pirate factions, revolutionary cells, and underground markets push back against the establishment. The World Government's policies focus on maintaining global control through military might, exemplified by the Marines and their expanding network of Cipher Pol agents. Military presence and enforcement of the Buster Call have been pivotal in suppressing uprisings and rebellious territories, like Ohara and Fish-Man Island. The influence of the Celestial Dragons, perched high in Mary Geoise, grows stronger, as they pull the strings of international diplomacy and trade, particularly in relation to the underworld.

Social Change 2
resistance movements like the Revolutionary Army are beginning to gather strength They challenge the traditional hierarchies upheld by the World Government. Social turmoil simmers beneath the surface, as pirates, bounty hunters, and even the oppressed people of various islands fight back against injustice. Revolutionary ideas about freedom and justice begin to spread, as the ideals of Monkey D. Dragon and Nico Robin (surviving the Ohara Incident) push the boundaries of rebellion Technologies, like the Den Den Mushi, kairoseki (seastone), and emerging shipbuilding techniques, have revolutionized life across the seas, hinting at a future where technological advancements will play a significant role. Automobiles, early electrical devices, and new weaponry are beginning to shape not only naval warfare but also trade routes and island infrastructure. The government's development of advanced technology like Pluton and the Poneglyphs alludes to both a future of immense power and hidden danger

Social Change 3
Pirates, Warlords, and the Growing Global Tension Pirates, once seen as chaotic outlaws, are starting to evolve into more complex entities—some are driven by wealth and power (like Bartholomew Kuma or Donquixote Doflamingo), while others fight for ideals of freedom (such as Gol D. Roger's legacy or Luffy's Straw Hat Pirates). The rise of The Seven Warlords serves as a controlled counterbalance for the government, yet these figures reflect a complex power dynamic in the seas. The struggle for supremacy intensifies, as the world's powers, both government and pirate factions, begin to shape the coming era of conflict. The game showcases the interconnectedness of various cultures, from the Fish-Men in the New Fish-Man Island to the isolated kingdom of Wano. While the World Government focuses on suppressing different cultures, pockets of societies are evolving, challenging long-standing traditions and pushing forward with new ideas of justice, freedom, and governance.

Social Change 4
Revolutions on the Horizon As tensions rise, small and large revolutions alike begin to take shape. A battle for control over the seas is inevitable, with pirates and rebels at the forefront. The true nature of the Void Century and the suppressed history of the Ancient Kingdom will eventually surface, signaling a clash between the old world (embodied by the Celestial Dragons) and a new world striving for freedom, justice, and equality.

Starvation Hell
Starvation Hell is a desolate and oppressive level of the infamous Impel Down prison, where notorious pirates with bounties of 50,000,000 or higher are kept in a state of near starvation. The terrain resembles a harsh desert, with intense heat and overwhelming dryness, making survival a daily struggle for the prisoners who have been reduced to mere shadows of their former selves.

Syrup Festival Grounds
The Syrup Festival Grounds is the heart of the village's celebrations, featuring stalls selling unique syrup-based treats, games, and performances. It is here that the villagers come together to celebrate their heritage and welcome travelers. However, with the Marines approaching, the festival grounds have become a hotspot for both joy and tension, as pirates and villagers alike prepare for what might unfold.

The Baratie
The Baratie is a remarkable floating restaurant shaped like an enormous fish, designed to weather the fiercest storms while providing a unique dining experience. It features multiple decks filled with bustling activity, housing skilled cooks and offering a glimpse into the culinary arts of the sea. With the ability to detach its fish head to transform into a formidable battle unit, this ship is both a place of gastronomy and a potential fortress on the high seas.

The Drowned Fortune
The Drowned Fortune is the wreck of a once-mighty pirate ship, now a haunting silhouette against the horizon. Legend says it was captained by the ambitious Captain Redbeard, who sought to claim the treasures of the sea but met his end at the hands of the ruthless Axe Hand Morgan, leaving behind a cursed legacy of greed and betrayal.

The Pirate's Crossing

Patrolled aggressively by Marine ships trying to catch young pirates. Major Story Event: Finding Storm The Scene: As the party battles rough currents, they spot a massive figure barely clinging to a broken mast — Storm. He is wounded (down to ~20% HP) and unconscious. The waves around him seem calmer, almost as if respecting his strength. Time Progression
Timeline Updates: As the campaign progresses, more events from the One Piece world will unfold. Bounties, new characters, and factions will rise, and players will be affected by these changes. Bounties for Players: Keep track of how players’ actions change their bounties over time. The DM should periodically update the players on how their actions impact the world and the story. Pirate Factions: The emergence of various pirate crews as players rise in prominence could play into their stories as well. This includes both interactions with the Straw Hat Pirates and the World Government’s response.

Whispering Rest
Whispering Rest is a somber graveyard dedicated to the memory of fallen NPCs, where the air is thick with the echoes of their stories. Tombstones of various shapes and sizes are scattered throughout, each inscribed with the names and deeds of those who have passed, while ghostly whispers can be heard on the wind, recounting tales of their lives.

Wild Beast Hell
Wild Beast Hell is a treacherous level of imprisonment where fearsome beasts roam free, and prisoners are relentlessly pursued through dark, winding corridors. The air is thick with the scent of danger, and the sounds of growls and hisses echo ominously, creating an atmosphere of despair and terror.

Will Of D
The Will of D is Forbidden The World Government has criminalized the “Will of D”—anyone bearing the initial "D" is marked for death or lifelong imprisonment. New bounties are issued with execution notices instead of "dead or alive." Your party might not bear the "D," but your heritage (Scopper Gaban) ties you directly to the Pirate King's era—and that is enough.
