Privateers answer to many captains, dozens of commanders, and two great nations—
but only three Admirals command the Western Ocean.

These Admirals do not merely lead fleets.
They shape doctrine, define justice, rewrite the tides, and decide which pirate crews draw breath for another season.

Every Privateer—recruit, captain, or commodore—ultimately serves beneath one of these three banners.


I. ADMIRAL TETSU-NO-MURA — “THE IRON GLACIER”

Affiliation: Shogunate

Flagship: The Winter Anvil (Large Pearl Engine, Deep-Ice Armoring)

Tetsu-no-Mura is the Shogunate’s perfect blade—unbending, unfeeling, unwavering.
He speaks rarely but enforces law with terrifying precision, his presence alone capable of stopping mutiny.

His fleet is known for its glacial discipline: synchronized volleys, silent raids, and relentless pursuit.
Privateers under his banner do not break formation, even in hurricanes.

Tetsu-no-Mura is rumored to have mastered a form of martial Siddhi that slows his heartbeat to match the sea’s rhythm, allowing him to detect fear or deception instinctively.

Fleet Characteristics — The Glacier Line

II. ADMIRAL SHIN REIKADO — “THE GOLDEN LORD OF TIDES”

Overview

Admiral Shin is the Dynasty’s chosen face of order—beautiful, eloquent, and terrifyingly intelligent.
Where Tetsu-no-Mura enforces the law through fear, Shin enforces it through contracts, surveillance, and psychological warfare.

His fleet controls the Western Ocean’s most valuable economic zones.
Every ship passing through his waters pays tribute—or mysteriously disappears.

Rumors claim he once used Yoto resonance to predict an entire pirate armada’s movement a week in advance, intercepting them with mathematical perfection.

Fleet Characteristics — The Golden Tides Court

  • Pearl-augmented bureaucrats function as onboard auditors

  • Ships equipped with resonance-listening masts to detect illegal pearls

  • Boarding crews trained in nonlethal disarmament & political coercion

III. ADMIRAL ROKUJI “BLACK ANCHOR” GAI — “THE PIRATE-BREAKER”

Flagship: The Hammerfall, a battleship with a Large Pearl recoil engine
Domain: Southern War Line (Border of Buccaneer Waters)
Pearl Specialty: Meito storm-channeling pearls
Temperament: Brutal, honest, battle-loving

Overview

Admiral Rokuji is a walking contradiction: a man who hates politics but serves two empires.
He earned his alliance mandate by accomplishing the impossible—destroying seven Buccaneer fleets in a single campaign year.

He believes in absolute justice through overwhelming violence.

His ship is said to move faster against the wind, powered by storm pearls that scream like thunder when channeled.

Rokuji is the only Admiral known to have fought Flexor Timmins—and survived.

Fleet Characteristics — The Stormbreak Armada

  • Heavy armor, storm-resistant plating

  • Boarding crews wield Meito-charged weather weapons

  • Fleet formations resemble hurricanes, crushing enemies inward

  • No prisoners of war unless tactically valuable

  • Known to “seed storms” in Buccaneer territory using meito cannons

Reputation

Feared above all others by pirates.
Respected by Hakuyune himself.
Despised by Buccaneers, who use his name to frighten children.

Sailors say:
“If Black Anchor appears on the horizon, pray to the sea—because no one outruns a storm.”


THE TRIADMIRAL BALANCE

The Privateer Admirals act as three pillars holding the Western Ocean’s order:

  • Tetsu-no-Mura — Stability

  • Shin Reikado — Governance

  • Rokuji Gai — Force

If any two unite without the third, the Western Ocean fractures.

If all three turn their eyes the same direction—
that direction burns.
