Enoch is supposed to be the main character of the Archi Galaxy in the Salem Era. He is a prodigy born from a powerful Emperor, which is already great, but in addition to this he was somehow able to learn a concept ability (it shouldn’t be possible to learn a concept ability, they can only be awakened by an individual who will then have that ability bound to themself only).

The reason he was able to learn it was because of the specific types of traits and abilities he received from his father (Anax Archon), and the fact that he was the next generation down from his father (who was already an immense individual); this is among a plethora of other unque reasons. It seems that there can be very impossibly specific circumstances where someone can learn a concept ability, because even if they have the ability to (already vastly unlikely) they still need to find a person wielding one who is willing to try and teach them (which in itself is an absurd task).

It is complicated to explain in full how he came to learn it, but the result of it was that as soon as he learnt the concept ability (at 15 years old), the Archi Galaxy itself cried out for balance and universal, cosmic forces all had their heads shifted to gaze upon the Archi Galaxy. This is the reason why Adam Steward and the Salem Fleet have a significant presence, and can be seen inside the Archi Galaxy during the Salem Era; because they usually don’t stay in one place for a prolonged amount of time.
