But I see the truth. I hear the murmurs in the alleys, the quiet rage in weary voices. The city will never lift us up. We have to rise ourselves. He wears tattered sailor's garb adorned with trinkets from his travels, and his skin is marked with tattoos of waves and storms. Rhogar has a wide, unsettling grin that seems to grow wider when he speaks of the sea.

Rhogar is unhinged and unpredictable, often laughing at the most inappropriate moments. He has a magnetic charm that draws people in, but his erratic behavior can leave them feeling uneasy. He speaks in riddles and metaphors, often referencing storms and the sea. Despite his madness, he possesses a deep wisdom about the ocean and its secrets.
backstory
Once a renowned scout for the Shifter tribes of the southern isles, Rhogar was exiled after attempting to sail beyond the taboo waters of Stormcall. Years adrift broke something in him—or maybe awakened something older. Now captain of the Fury of the Forgotten, Rhogar is fueled by a cocktail of storm-madness, ancient whispers, and stubborn spite. His crew is never seen, his compass never points true, and yet somehow... he always arrives. He offers passage to the forbidden isles of the Stormcall Archipelago at (883, -6743). Cost to travel: 500 GP per passenger, no haggling. Or: one powerful secret from each traveler. He refuses gold if the traveler “smells of fear.” Ship: Fury of the Forgotten A twisted vessel, part ship, part shrine. Its mast is crowned by a dragon skull, and its figurehead is a weeping angel. Rhogar claims the ship “sings to him” when storms approach.
