Having no defining physical characteristics like the rest of the tribes, the elda tribe's numbers are significantly smaller than other races to the point there is almost no chance of meeting them; the reality is that no one has any real interest in them, and outside of big cities, people often don't believe they even exist. As such, the elda are not counted as a tribe by the populace. Just showing their faces makes people uncomfortable and they are subject to prejudice.
