Description

The Prisoners' Carnival serves as Luskan's grim "court of justice," though in brutal reality, it's a public spectacle of torture and execution. Located prominently in the city's Market, it offers citizens a chilling display of Luskan's unforgiving law and power. Beyond the public torment, the Carnival features an arena where Coin Spinners organize duels to the death, providing a macabre form of entertainment and a brutal means of resolving disputes. It functions as a public deterrent, a gruesome amusement, and a stark reminder that justice in Luskan is swift, merciless, and often fatal, reinforcing the authority of the High Captains through fear and spectacle.

Appearance

The Prisoners' Carnival is a stark, open-air arena dominating Luskan's Market. Its central feature would be a blood-stained platform or pit, surrounded by crude wooden or stone seating for the morbid spectators. Implements of torture might hang visibly nearby, and a permanent gallows or execution block could stand as a chilling centerpiece, all designed for public display of Luskan's brutal "justice."
