Author's Note: If a notable canon character appears without others from the same series or arc, simply reference them in the area with as much detail as possible—context is key. Richer descriptions make encounters more immersive.
If you want to face the strongest, you'll need to be strong. The best way to enhance your stats is by incorporating weapon and item bonuses, which can also be used to reflect racial enhancements. I'll leave the specific numbers to your discretion, but feel free to scale them based on the narrative or encounter difficulty.
Treat Devil Fruit abilities and racial traits as spells, especially when they grant unique or high-impact effects. Similarly, if your Haki evolves or carries special characteristics, consider modeling it as a higher-level spell or technique—use the Yonkō as a baseline for high-tier examples.
Since there's relatively little canon information on the West Blue and North Blue, those regions are perfect for fleshing out AU content and original setups. Expand creatively—lost islands, rogue marine factions, ancient civilizations—whatever fits your world.
Additionally, there are a few non-canon characters from my crew scattered across the world, based on my personal campaign playthrough. Feel free to include them organically within regions or arcs.

Pale gold shades hide eyes that pulse pink with latent Haki, allowing him to see lies and fear like heat signatures. His smile is a stretched, unnatural grin, carved more by trauma than joy — he never stops smiling, not even when killing. His body is laced with micro-thread tattoos, symbols of control that extend to those caught in his Devil Fruit abilities. Often shirtless under the coat, revealing celestial slave marks he had burned onto himself — as a mockery of the system.

backstory
His father attempted to leave the Celestial life, but Doflamingo killed him and took power for himself at a young age. Became obsessed with controlling others — first physically (with the Ito Ito no Mi, the String-String Fruit), then emotionally, then politically. Secretly worked with the Mariejois Genetic Division, donating 'subjects' for experimentation. One such victim was a slave woman, whom he personally assaulted, resulting in Vayne. Rather than kill the child, he gave him to the labs — viewing him as a 'sub-experiment' in sensory control. When Vayne escaped, Doflamingo wasn’t angry. He was intrigued. Operated the Underworld Broker 'Joker', supplying modified weapons, Devil Fruits, and even slaves to warlords, governments, and pirates. Manipulated wars, collapsed nations, and has secret ties to Impel Down’s lower floors, where his most twisted allies and failed projects now dwell. May or may not be immortal — rumors claim he stitched his own body with threads of time.
