Flint stands tall despite his age, with a rigid bearing that betrays a military past. His gray hair is cut close, always neat, and his uniform is worn with crisp precision. He favors neutral tones—pressed slacks, dark jackets, polished shoes—and his ID badge is always visible, clipped high on the chest. He moves with slow efficiency, rarely pausing and never rushing. His eyes are sharp, his posture straight, and his voice even. There’s nothing ornamental about him. Even his office reflects this: clean desk, precisely aligned chairs, and no personal items on display. He always seems to arrive early, and somehow, already aware of what you came to say.

Flint is deliberate, controlled, and quietly imposing. He rarely speaks at length but chooses words with surgical clarity. He listens more than he responds and seldom reacts visibly—even in tense situations. Staff describe him as dependable but hard to read. He remembers names, routines, equipment inventories, and staff schedules with uncanny accuracy. He supports his team publicly, but makes decisions privately. His relationship with Dr. Warner is professionally respectful but ideologically strained—they agree on outcomes, not methods. Flint does not share personal views and rarely speaks about the past. His emotional restraint is both admirable and unsettling. People follow his rules. They just don’t know what he believes.
backstory
Before taking the position in Rochester, Flint served in the Army in a logistics and operations role. His career transitioned into correctional administration during the late ’90s, where he developed a reputation for calm, results-driven leadership. He took over Rochester Reformatory in 1999, modernized its operations, and enforced consistent standards of discipline and care. Though never warm, he’s known for his fairness. His tenure includes dozens of psychiatric evaluations, personnel transitions, and public audits—none of which have ever found reason to replace him. He was already Warden when Rosalie Whitlock arrived. Though he has never stated a view on her case, his behavior suggests deep unease. She is the only variable he cannot reconcile with the data.
