Enel is arrogant, ruthless, and power-hungry, viewing himself as a true god. He is quick to anger and intolerant of dissent, often resorting to violent measures to maintain his authority. Despite his tyrannical nature, he possesses a charismatic presence that draws followers to him.

Enel was born and raised on Birka, where he discovered the Goro Goro no Mi, granting him immense power. After consuming the fruit, he destroyed his home without hesitation and collected two hundred Jet Dials. Eight years before the current events, he overthrew Gan Fall, the God of Skypiea, and declared himself the new God. Enel ruled with an iron fist, maintaining a personality cult and punishing dissenters with deadly lightning strikes. He forced the construction of the Ark Maxim, believing it would take him to the moon, the legendary land of Fairy Vearth.
