Within its halls, demonic bureaucrats, their forms distorted and corrupted, administer the punishments of Dis, their words laced with deceit and empty reassurances. The damned are brought before them, their hopes briefly raised by false promises of redemption, only to be crushed by the cruel reality of their eternal damnation. The citadel is a labyrinth of bureaucratic torment, where the damned are subjected to endless paperwork and meaningless procedures, their despair amplified by the illusion of hope. The air is thick with the stench of sulfur and the oily residue of broken promises.
