Shibata has black hair in a slicked back hairstyle and no facial hair. He appears to have an average build. Shibata wears a double breasted peaked lapel navy blue suit with black pinstripes, a black dress shirt, a burgundy patterned necktie, black dress shoes, and silver frame gray lensed aviator sunglasses.

Shibata is conniving and unscrupulous, placing his advancement within the yakuza above loyalty to his Clan. To this end, he is prepared to conspire with rival powers, manipulate his fellow officers, and manufacture chaos within the Tojo only to take credit for preventing it from getting worse. He is also personally cruel, gleefully overseeing the torture of subordinates who defy his orders. While capable of planning out complicated schemes, Shibata is short-sighted and vulnerable to missing the bigger picture.

As a patriarch of a low-ranking family, Shibata decided to take action to make sure his family rose through the ranks. Around 1985, Shibata conspired with Isao Katsuragi of the Ueno Seiwa Clan for the two to gain power in their respective groups. Their plan was for Taiga Saejima and Goro Majima to carry out a hit on the Ueno Seiwa, however prevent them from actually killing anyone letting Katsuragi pick out the victims. Shibata attempted to usher Majima into dropping the hit, but the latter refused. Shibata would end up using about twenty of his own men into attacking Majima. Through Shibata's actions the Ueno Seiwa hit was successful, and the Shibata Family would eventually become a direct subsidiary of the Tojo Clan, and eventually one of the top families.
