The story revolves around rival youth gangs in Tokyo and the violence that accompanies these clashes. At the centre is the Tokyo Manji Gang (often referred to simply as Toman), one of the most notorious and powerful gangs. The series explores the complex relationships and power struggles within and between these groups, as well as the effects of revenge, loyalty and friendship.
