As the stronghold of House Hlaalu and the seat of the Imperial government in Vvardenfell, Ebonheart houses the offices of the Imperial Legion, making it a focal point of governance and defense. The bustling docks are constantly alive with ships transporting goods, soldiers, and diplomats between Vvardenfell and the mainland.
