Description
The Phantom Shrew is a skeletal rat-like humanoid clad in ancient samurai armor, exuding an aura of malice and vengeance. Once a formidable warrior and the legendary brother of The One True Shrew, he now roams the land seeking to reclaim his lost honor. After betraying his brother, he was interred in the Isle of Whispers, only to rise again from the grave driven by an insatiable thirst for revenge. His presence sends chills down the spines of even the bravest souls, as he wields an enormous serrated katana with deadly expertise, a grim reminder of the power he once held.

Serrated Katana Strike
Make a melee weapon attack with the serrated katana. On a hit, the target takes 2d10 + 5 slashing damage and must succeed on a DC 15 Constitution saving throw or take an additional 1d10 necrotic damage.
Terrifying Presence
Each creature of the Phantom Shrew's choice within 30 feet must succeed on a DC 15 Wisdom saving throw or become frightened for 1 minute. A frightened target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
Vengeful Spirit
As a bonus action, the Phantom Shrew can channel his wrath, gaining advantage on his next weapon attack roll. If the attack hits, it deals an extra 3d6 necrotic damage.
