The Cosmic Tremor slams the ground, causing localized gravity fluctuations in a 30-foot radius centered on a point it can see within 120 feet. Each creature in that area must make a DC 18 Strength saving throw or be knocked prone and have its speed reduced to 0 until the end of its next turn. On a successful save, a creature's speed is halved until the end of its next turn.
