The dragon can use this attack again after a short or long rest.

Storm Call

As an action, the Storm Wyrm can summon a fierce storm in a 1-mile radius around it. This storm lasts for 1 hour, imposing disadvantage on ranged attack rolls made within it and creating difficult terrain. It can end the storm early as a bonus action.
