All creatures make a CON save, taking 10d6 Cold on fail, half on success. If it hits water, it freezes a 30-ft area 6 inches deep for 1 minute. Swimmers are Restrained and can escape with a STR (Athletics) check. You may hold the globe as a sling-sized sphere.
