I was bored and I wanted to make something so I found something to become my next project and since I like MLP a little bit I just gathered a bunch of villains created them and then rushed at the end so this can be your template but I don't advise it to be

Description
Targets one creature within 30 feet. The target must succeed on a DC 17 Wisdom saving throw or become Frightened and Confused for up to 10 minutes. The target can repeat the saving throw at the end of each of its turns, ending the effect on a success.
