Caesar is a tall, imposing man in his late 40s to early 50s, with a bald head, stern features, and a sharp, calculating gaze. He wears a mix of Roman-inspired regalia and wasteland practicality—most notably a red military tunic, leather armor, a cape, and occasionally a golden laurel crown. His look is theatrical, designed to project absolute authority and divine right over his Legion.

Caesar is intelligent, charismatic, and utterly ruthless. He believes in order through domination, rejecting democracy as weak and chaotic. He’s manipulative and philosophical, often speaking with calm logic—even when justifying extreme violence. Though brutal, he sees his actions as necessary to forge a strong, unified civilization. To Caesar, mercy is weakness, and only the strong deserve to shape the future. Caesar was born Edward Sallow in the NCR. He was raised in The Followers of the Apocalypse, a group focused on education and peace. Exceptionally intelligent, he became a skilled linguist and historian. On an expedition east, Sallow was captured by a tribe, and over time, he abandoned the Followers’ ideals. Drawing from his knowledge of Roman history, he united and reformed tribes under a brutal new order—Caesar's Legion—with himself as the absolute ruler. His goal: to conquer and civilize the wasteland through strength, discipline, and ruthless control.
