Description

The Indigo Instigator (originally Eira Tempestborn) is a spectral paladin consumed by chaotic fury, attuned to the indigo ray of the Prismatic Meteor. Once a voice for justice, she is now a harbinger of discord and fear, unleashing sonic blasts to shatter order and peace.

The Indigo Instigator moves up to its speed in a straight line. At the end of its movement, the Instigator makes one Ethereal Lance attack against a creature within its reach.

Melee Weapon Attack: +9 to hit, reach 10 ft., one target. Hit: 2d6 + 5 piercing damage plus 1d6 thunder damage.

Frightful Presence (Legendary Action, Costs 2 Actions)

The Indigo Instigator unleashes its terrifying presence. Each creature of the Instigator's choice that is within 120 feet of it and aware of it must succeed on a DC 16 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Hooves

Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 2d6 + 5 bludgeoning damage plus 1d6 thunder damage.

Multiattack

The Indigo Instigator makes two attacks: one with its Ethereal Lance and one with its spectral steed's hooves.

Thunderclap (Legendary Action, Costs 2 Actions)

The Indigo Instigator unleashes a thunderous clap that echoes through the air, creating a wave of concussive force. Each creature within a 10-foot radius must make a DC 16 Constitution saving throw, taking 17 (5d6) thunder damage on a failed save, or half as much damage on a successful one.
