Survival in New Vance

Reaction, which you take when a creature moves within 10 feet of you. You discharge a frigid blast from a wrist-mounted device. The creature that triggered this reaction must make a Constitution saving throw. On a failed save, the target is encased in a layer of ice, becoming restrained until the end of its next turn. On a successful save, the target's speed is reduced by half until the end of its next turn.
