The Spire of the Shifting Accord is a hidden Arcane Brotherhood enclave built into a hollowed peak deep within the Storm Horns, accessible only through a series of illusion-shrouded teleport gates and treacherous high-altitude passes. Officially disavowed by Luskan, this splinter cell of the Brotherhood seeks to unearth and control the latent Netherese magic saturating the mountains—especially the unstable extradimensional gates that flicker in and out of Grodd’s influence. Led by the Overwizard Druette of the North, the enclave serves as both observatory and arcane forge, where Brotherhood agents experiment with planar magic, manipulate ley lines, and occasionally broker high-risk trades with the hidden Netherese enclaves. Though few know of the Spire’s existence, its magical disturbances ripple across Cormyr’s borders like tremors before a storm—and many wonder how long the Brotherhood will remain a passive observer.
Nestled within a knife-edged peak cloaked in stormclouds and perpetual wind, the Spire of the Shifting Accord appears only to those who know its name—or survive its defenses. When revealed, the mountainside peels back like a theater curtain of stone, unveiling a vertigo-inducing terrace spiraling up a natural shaft of black rock. Runes of misdirection pulse faintly along the rockface, their silver glow barely visible in the sleet and gloom. The outer terrace winds up to the Spire proper—a graceful, angular tower carved into the mountain itself, built from veined obsidian and held in place by anchored arcane wards that flicker with planar glyphs. Inside, floating staircases drift between rooms lit by violet lanterns and alive with shifting gravity. Walls hum with latent power; doors lead to laboratories, vaults, or elsewhere entirely. Central to the complex is the Resonant Orrery, a grand, rotating device of spinning moons, glowing portals, and crystal spheres.
