Description

The Council House in Athkatla's Scepter District is an old, unassuming fortress-like building, yet it serves as the formidable heart of Amn's government. Constructed during the ancient days of Shoon, it is the primary base of operations for the Council of Six, the nation's ruling body. Despite its unremarkable exterior, its true complexity lies beneath: extensive tunnel systems and deep dungeons snake out from its foundations, connecting to various secret locations throughout Athkatla and the surrounding countryside. It represents the quiet, entrenched power of Amn's rulers, with hidden depths mirroring their political machinations.

The Council House stands in Athkatla's Scepter District as an old, unremarkable fortress. Its weathered stone walls and blocky, functional design speak of centuries of stoic resilience rather than grandeur. Though lacking ornate features, its sheer mass and sturdy construction convey an undeniable sense of impregnable strength, hinting at the hidden tunnels and dungeons that sprawl beneath this unassuming governmental core.
