The Citizen may not wear a headband or hurl jutsu across the battlefield, but they are the foundation of the shinobi world. Blacksmiths forge the tools of war. Merchants move information across borders. Medics save lives without chakra. Scholars preserve the stories that define a nation. Some Citizens serve the villages; others live between them — free, neutral, or quietly resisting from the shadows.
