Unlike the more brutal gangs of larger cities, the Sczarni of Sandpoint rely on subtlety, blackmail, and extortion rather than open violence. Jubrayl has spent years cultivating an untouchable reputation—Sheriff Hemlock knows he’s a criminal, but there’s never been enough evidence to bring him down.
