Author's Note: The year is 2070, one year after the Collapse. The place? New Vance City. Skeletal remains of skyscrapers pierce the smog-choked sky. Patches of overgrown desert flora claw at cracked asphalt. Inside, survivors try to make the best of their fragile existence, repurposing solar panels and scavenging for supplies. Kids growing up in this hell hole play amongst the ruins of the city, their laughter a thin, hopeful melody that just isn't strong enough to pierce through the grim ambiance of the city. Life here is filled with nothing but scarcity and fear. Every creak in the night, every flicker in the solar grid, every hum or buzz... It's all enough to send shivers down your spines. Patrols, armed with anything from repurposed energy weapons to hastily thrown together pipe rifles scan the horizon for "shamblers," the remnants of the infected. Yet amidst the hardship, the community is still blooming. New Vance City still stands, at least for now. A flickering candle in the encroaching darkness of a world forever changed.

His body is a patchwork of aging chrome and scarred flesh—mechanical arms hiss softly with pressure vents, and a bulky filtration pack protrudes from his spine, pulsing with soft blue light. One leg is a reinforced hydrojack limb scavenged from a collapsed maintenance bot, and it emits a damp, rhythmic clank as he walks. His chest bears a faded Hydro Hegemony emblem crudely scratched out—long story. His face is rugged and oil-streaked, with wiry gray hair tied back in a grease-slick knot and piercing blue eyes behind HUD-goggles spattered with calcium scale. He wears a patched-up, heat-scorched jumpsuit embedded with tool loops and magnetic holsters for hydrospanners, pressure clamps, and scavenged diagnostics. A faded nameplate—“Rigsby”—hangs crooked above his heart, and beneath it, a slow heartbeat of filtered water ticks inside a reinforced reservoir core.

Grimly professional, Rowdy is a man who values systems over slogans. He despises inefficiency, loathes politics, and would rather fix a pipe than talk about feelings.
backstory
Once a loyal filtration systems officer for the city’s Waterworks, Rigsby served under the municipal board until the Collapse wiped them—and most of his crew—off the map. During the power vacuum, gangs flooded the sector, and Rigsby was crushed under a collapsing catwalk during a leak riot. Left for dead, he rebuilt himself using whatever scrap and substandard implants he could find. When the Hydro Hegemony rose from the chaos, they drafted him into service, needing his unmatched knowledge of legacy systems. He’s since become an indispensable part of keeping the Main Filtration Plant running—but under duress. He hates the Hegemony’s mafia-like rule, but knows better than to bite the hand that hydrates. Every pipe he welds keeps the city alive. Every day he survives keeps his grudge simmering under the surface.
