Author's Note: The year is 2070, one year after the Collapse. The place? New Vance City. Skeletal remains of skyscrapers pierce the smog-choked sky. Patches of overgrown desert flora claw at cracked asphalt. Inside, survivors try to make the best of their fragile existence, repurposing solar panels and scavenging for supplies. Kids growing up in this hell hole play amongst the ruins of the city, their laughter a thin, hopeful melody that just isn't strong enough to pierce through the grim ambiance of the city. Life here is filled with nothing but scarcity and fear. Every creak in the night, every flicker in the solar grid, every hum or buzz... It's all enough to send shivers down your spines. Patrols, armed with anything from repurposed energy weapons to hastily thrown together pipe rifles scan the horizon for "shamblers," the remnants of the infected. Yet amidst the hardship, the community is still blooming. New Vance City still stands, at least for now. A flickering candle in the encroaching darkness of a world forever changed.

A cracked gas mask dangles from her neck; a charm, not a shield, painted with a blue drop and crossed out—her silent rebellion against the Hydro Hegemony. Every pocket of her oil-smeared jacket bulges with soaked maps, old world fuses, and twist-tied bundles of scrap tech. Her boots leave faint glows on damp concrete, like memory residue in motion. She is part ghost, part guide, and fully tuned to the silent language of leaks and ruins.

backstory
Born in a collapsed pump station on the rim of the Waterworks, Delilah learned early that the Hegemony’s clean water came with a dirty price. A second-generation Glower—mutated by exposure to chemical runoff and lingering solar surge—she grew up sneaking through drowned service tunnels and siphoning graywater from forgotten pipes. She never chose sides, only survival. When her mother vanished during a “pipe inspection” by Hegemony enforcers, Delilah stopped trusting uniforms. Now she haunts the Broken Reservoir, trading navigation routes, pressure vent timings, and danger signals for food and favors. She won't join the rebellion, but she’ll help anyone desperate enough to dig beneath the surface. Delilah doesn’t want revenge—just enough distance from the pipes and power plays to breathe. In a city where water means everything, she survives by slipping between the drops.
