Author's Note: The year is 2070, one year after the Collapse. The place? New Vance City. Skeletal remains of skyscrapers pierce the smog-choked sky. Patches of overgrown desert flora claw at cracked asphalt. Inside, survivors try to make the best of their fragile existence, repurposing solar panels and scavenging for supplies. Kids growing up in this hell hole play amongst the ruins of the city, their laughter a thin, hopeful melody that just isn't strong enough to pierce through the grim ambiance of the city.
Life here is filled with nothing but scarcity and fear. Every creak in the night, every flicker in the solar grid, every hum or buzz... It's all enough to send shivers down your spines. Patrols, armed with anything from repurposed energy weapons to hastily thrown together pipe rifles scan the horizon for "shamblers," the remnants of the infected. Yet amidst the hardship, the community is still blooming. New Vance City still stands, at least for now. A flickering candle in the encroaching darkness of a world forever changed.

Bioluminescent blotches pulse irregularly across his translucent Glower skin, creating a ripple of phosphorescent noise that mimics the signal distortions he so obsessively tracks. His tangled hair stands out in sparking tufts, twitching in rhythm with invisible radio frequencies. One eye is shielded by a cracked magnification lens, the other surgically replaced with a jittering optical relay that flickers like a dying CRT. He wears a filthy, once-white lab coat—now overgrown with tangled wire, broken antennae, and soldered scrap-tech. Assorted tools, half of them useless or dangerous, hang from his hips like the vestments of a priest to static. Every step he takes crackles faintly as static arcs across his boots and into the concrete.

Sammy is consumed by a need to decode what no one else can hear. He’s brilliant—when focused—but fractured, like his mind’s been tuned across too many frequencies. He babbles in technobabble, lapses into total silence mid-sentence, and often stares off with a glassy, haunted look. He isn’t cruel or kind. He’s curious. If you can hold his attention long enough, he’ll treat you like a walking transmission—valuable only if you carry static.
backstory
Before the Collapse, Sammy was just another circuit dev in the Citadel’s drone labs—until the signals started. He heard something in the white noise, something speaking. He followed the static into the Radio Silence Zone, where the Static Cult found him. Or maybe he found them. No one’s sure anymore. His own modifications began soon after. Every antenna, node, and neural loop he’s built into himself was in pursuit of “the Signal beneath the Signal.” He doesn’t pray like the others. He listens.
