Author's Note: The year is 2070, one year after the Collapse. The place? New Vance City. Skeletal remains of skyscrapers pierce the smog-choked sky. Patches of overgrown desert flora claw at cracked asphalt. Inside, survivors try to make the best of their fragile existence, repurposing solar panels and scavenging for supplies. Kids growing up in this hell hole play amongst the ruins of the city, their laughter a thin, hopeful melody that just isn't strong enough to pierce through the grim ambiance of the city. Life here is filled with nothing but scarcity and fear. Every creak in the night, every flicker in the solar grid, every hum or buzz... It's all enough to send shivers down your spines. Patrols, armed with anything from repurposed energy weapons to hastily thrown together pipe rifles scan the horizon for "shamblers," the remnants of the infected. Yet amidst the hardship, the community is still blooming. New Vance City still stands, at least for now. A flickering candle in the encroaching darkness of a world forever changed.

A heavy scarf shrouds his lower face, hiding both scarred skin and his telltale glow. His eyes, slightly oversized and sharp with scrutiny, scan like sensors. His satchel, cracked and stitched, clinks softly with scavenged tech and rusted tools. His gloves are mismatched—one reinforced with scavmetal, the other fingerless and stained. Despite the grime, his gear is arranged with clinical care: everything has a loop, clip, or reason. He moves with caution but never panic, like someone who’s learned to survive in a world that forgot how to care.

Maxwell is introspective and guarded. He's not cold, but every word he says feels rationed like clean water. His worldview is transactional—favors, data, silence. He has no allegiance to any faction, but he understands all of them better than most. Quietly cynical, he finds humor in entropy and talks to himself more than he admits. Deep down, he craves connection, but the Collapse taught him that trust is usually a prelude to betrayal.
backstory
Maxwell was once a systems tech under the Citadel Council’s lower-tier technician corps—until the Collapse rewrote every chain of command. Trapped beneath a flooded substation during a shambler surge, he clawed his way free through irradiated water runoff. He emerged days later glowing faintly, lungs raw, immune system shot, and everything he knew gone. The Citadel branded him “exposure compromised” and cast him out. Now, he operates under Hydro Hegemony’s radar near the Leaky Pump Station, trading rare salvage and chemical readings in return for access to their tightly rationed water caches.
