Author's Note: The year is 2070, one year after the Collapse. The place? New Vance City. Skeletal remains of skyscrapers pierce the smog-choked sky. Patches of overgrown desert flora claw at cracked asphalt. Inside, survivors try to make the best of their fragile existence, repurposing solar panels and scavenging for supplies. Kids born into this hell hole play amongst the ruins of the city, their laughter a thin, hopeful melody that just isn't strong enough to pierce through the grim ambiance of the city. Life here is filled with nothing but scarcity and fear. Every creak in the night, every flicker in the solar grid, every hum or buzz... It's all enough to send shivers down your spines. Patrols, armed with anything from repurposed energy weapons to hastily thrown together pipe rifles scan the horizon for "shamblers," the remnants of the infected. Yet amidst the hardship, the community is still blooming. New Vance City still stands, at least for now. A flickering candle in the encroaching darkness of a world forever changed.

While not physically imposing, his resourcefulness and network of contacts within the city's underbelly make him a valuable asset. He is inherently untrustworthy and always looking for an angle to benefit himself. He is willing to betray anyone, including Valve, if a better opportunity arises. His desire for wealth often outweighs his sense of morality, but he is also intelligent enough to understand the risks involved in open defiance. He sees potential alliances with other power players in New Vance City as a way to increase his own standing and security.
backstory
Before the Collapse, Rhys was a small-time hustler and information broker. He survived the initial chaos by his ability to blend in and exploit the vulnerabilities of others. He gravitated towards the Waterworks, recognizing the immense value of water in the post-Collapse world. He initially tried to operate independently, siphoning off water and selling it on the black market. However, Valve's rise to power quickly made such independent operations dangerous. Rather than resist, Rhys offered his services to Valve, showcasing his knack for acquiring information and his talent for 'redistributing' resources. Valve, recognizing his utility, took him on, utilizing his skills in espionage, sabotage, and black market dealings. Siphon's network of contacts extends throughout the various factions of New Vance City, making him a valuable, albeit unreliable, source of intelligence and a potential intermediary for clandestine deals.
