Description
The Coscarla Division is a once-prosperous sub-district of Hive Sibellus, now a shadow of its former glory. It features a labyrinth of tenement-habs amidst the ruins of noble estates, with a population struggling against poverty and lawlessness, exacerbated by recent disasters and a long-term decline in fortune.
