Imperial Decree

The Adeptus Arbites can issue a decree that forces one creature within 60 feet to make a Wisdom saving throw (DC 15) or be frightened for 1 minute. The creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Shock Maul Strike

Melee weapon attack: +10 to hit, reach 5 ft., one target. Hit: 15 (2d8 + 6) bludgeoning damage, and the target must succeed on a DC 15 Constitution saving throw or be stunned until the end of its next turn.
