A cunning and manipulative individual, Setara uses her charm and intelligence to further her clandestine objectives. She is deeply entrenched in espionage and assassination, operating under the guise of a legitimate businesswoman.

Originally a money-changer in Hawa, Zakhara, Setara relocated to Waterdeep by 1368 DR. There, she acquired the Marblehearth villa in the Castle Ward and transformed it into Silavene’s Festhall, a popular establishment in the city. Setara's money-changing business in Hawa served as a front for her true role as a holy slayer for the Cult of Istishia's Dark Wave faction. She utilized a special coin to identify fellow cult members; those who retained the coin were marked for assassination. Additionally, she targeted solitary children in markets for kidnapping. In Waterdeep, Setara expanded her operations by taking control of a shipping and import company owned by Rokkek Ingerr, a minor magnate indebted to her due to his vices. She planned to use this company as a front for smuggling activities. Setara is the sister of Shadha and Sahlah, both of whom are also associated with the Dark Wave.
