He wears ceremonial dark silk vestments adorned with asymmetrical bone and crystal fragments that rearrange as he moves.

Raaka is the volatile, unpredictable embodiment of Xylos's domain. He is utterly detached from conventional sanity, operating on a terrifying logic that finds beauty in the unraveling of all things. His personality is one of capricious, unthinking impulse, and he delights in inflicting chaotic change for its own sake. He has no compassion or mercy, and he views all others as either tools for his grotesque experiments or as fragile, temporary forms to be shattered. His rule is not one of tyranny, but of unpredictable, bewildering edicts that force his populace to adapt to constant, painful change. He finds a perverse joy in the agony of others, and his humor is a chilling, discordant laugh, always at the expense of someone's sanity.

Raaka was born into a line of powerful Elf illusionists who sought to manipulate the very essence of reality. From an early age, he showed a terrifying affinity for chaotic change, twisting his family's illusions into unsettling, grotesque visions that broke the minds of those who saw them. He rose through the priesthood of Xylos not through birthright, but through a cold, unyielding effectiveness, sacrificing his rivals and his sanity for every step up the grim ladder. He crushed all rivals and took control of Shadowfen not by subtle politics, but by force, personally leading his legions in a brutal, month-long purge that saw the old, decadent Elf leadership butchered and their sanctums shattered. He now rules as Grand Shaman Raaka Shard-Eye, a grim tyrant who believes his cruelty is the only thing standing between his people and total annihilation.
