**Default Wheelman has ability to "Drive". So it might be helful to take a Wheelman with you in larger parties.

Description
A chaotic marketplace that offers everything from stolen electronics to unregulated weapons. Transactions are often quick, dirty, and dangerous. The streets are loud and full of vagrants. Vagrants will approach the player and ask for change, and if asked will tell about the POI Cobalt's Den.
