In the potential aftermath of the Alternative V G-bomb detonations, the Canadian city of Vancouver transforms into a fortified staging ground for radical Canadian, French, Scandinavian, and the few remaining Soviet forces opposing the remnants of Japan, USA and the remaining forces of the UN coalition forces in the American city of Seattle, Washington to the south. The city is filled with makeshift camps, strategic command centers, and a network of anti-air and detection sensors.

The cityscape is a mix of crumbling skyscrapers and hastily erected barricades, with graffiti-covered walls displaying revolutionary slogans. Armed patrols roam the streets, and the air is thick with tension and the smell of smoke from cooking fires.
