Kyoto is one of the largest historical Japanese cities and is the seat of the Shogunate. From here, the Shogun and all the decending clans that serve it, coordinate to work in defense and guidance of the Empire of Japan. The Imperial Japanese Royal Guard largely operate from this area too, their sworn duty to protect and serve the Shogun and the Emperor.
