This campaign is set in the Avatar universe shortly after the fall of the Earth Empire. Ba Sing Se and its surrounding regions are undergoing massive political reform, shifting from monarchy to democratic republics amid the power vacuum left by the Empire’s collapse. Spirits are active and often unpredictable, and bending is both a gift and a tool in daily life and conflict. The world is rich with faction rivalries, lingering tensions, and opportunities for heroism and change.

Description

Once a rigidly controlled ferry port used by the Earth Kingdom to regulate travel into Ba Sing Se, Full Moon Bay has undergone a dramatic shift. With the monarchy dissolved and the Earth Republic newly formed, the port now functions as a chaotic hub where authority is fractured, trade is booming, and the lines between legality and corruption blur daily. The bay's namesake comes from an old local belief: during a full moon, tides reveal long-submerged truths. Some claim to see ghost ships or feel the pull of the Spirit World itself. With spirits becoming more active across the world, this old myth is gaining new traction—and spiritual incidents are on the rise.

Appearance

A wide, crescent-shaped bay lined with decaying ferry docks, merchant shacks, and new modular trade towers. The once-pristine terminal is now covered in layers of graffiti, flyers, and makeshift refugee shelters. Ships from all nations dock here—pirates, pilgrims, diplomats, and smugglers alike. The water glows faintly blue on full moons, and strange things wash ashore when no one is watching.
