Best to take a look at all the places and races before making a campaign.
Dragthar is the most developed, and recommended if you want to be a dragon in a dragon-made city. If you wish to be one of the main characters, its recommended to go with Child's retreat.

Description
Fortress Banquet Hall is a colossal dining area carved from warm sandstone, designed to accommodate over a thousand dragons at once. Massive arched windows allow natural light to flood the space, while enchanted lamps provide a soft, magical glow during the night, creating an inviting atmosphere for dragon guards and personnel alike.
Appearance
The hall features long, sturdy tables made from ancient wood, each capable of seating dozens of dragons. Intricate carvings of dragon motifs adorn the walls, and the air is filled with the tantalizing aroma of roasted meats and exotic dishes prepared for the esteemed guests.
