Best to take a look at all the places and races before making a campaign.
Dragthar is the most developed, and recommended if you want to be a dragon in a dragon-made city. If you wish to be one of the main characters, its recommended to go with Child's retreat.

Description
Drakthar Hospital is a sprawling, ancient structure built from dark stone, adorned with intricate carvings depicting healing deities and mythical creatures. Dragons healing other dragons can be found here at all hours.
Appearance
The hospital features towering spires and arched windows, with ivy creeping up its walls. Inside, the air is thick with the scent of herbs and antiseptics, and the flickering light of candles casts eerie shadows across the stone floors.
