Description
Zaktan, the enigmatic leader of the Piraka, is a sinister embodiment of manipulation and malice. Originally a Skakdi of Air, he has undergone a terrible transformation that has left him both grotesque and powerful. His once solid form is now made of billions of restless Protodites, each embodying a shard of his consciousness, allowing for a constant dissonance of voices when he speaks and an unsettling aura of chaos around him. His eerie ability to dissolve into a swarm of these creatures for quick assaults, coupled with his innate elemental connection to air and a terrifying laser vision, makes him a formidable foe who instills fear not just in enemies, but even in his own allies.

Laser Vision
As an action, Zaktan can fire a powerful beam of energy from his eyes. Each creature in a 60-foot line that is 5 feet wide must make a Dexterity saving throw (DC 18) or take 6d10 radiant damage, half on a successful save. Zaktan can use this ability twice before needing to take a short or long rest.
Multi-Voice Manipulation
Zaktan can unleash a barrage of whispers and commands, forcing up to three creatures within 60 feet that can hear him to make a Wisdom saving throw (DC 18) or be charmed for 1 minute. A charmed target views Zaktan as a trusted friend and will act under his guidance. They may repeat the saving throw at the end of each of their turns, ending the effect on themselves on a success.
Swarm Dissolve
Zaktan transforms into a swarm of Protodites, allowing him to move through spaces as narrow as 1 inch wide without squeezing. In this form, he can deal 3d8 piercing damage to any creature he passes through. At the start of his next turn, he returns to his original form.
