An older, rotund man with a round, pudgy face and thinning, graying hair slicked back. He wears a poorly fitting executive suit that looks slightly unkempt, often with an askew tie and a long, fur-lined coat. His flushed complexion hints at his love for rich food and drink, and he is rarely seen without a cup of tea or a snack in hand.

Palmer is a mix of arrogance and cowardice, enjoying his authority but quick to avoid confrontation. His strange mannerisms and inflated sense of self-importance lead to comedic moments, yet he occasionally reveals a more complex character shaped by his ambitions and insecurities.

Palmer is the arrogant and gluttonous executive of Shinra, holding the position of Vice President of Shinra's Space Program. Known for his overindulgence in food and his bumbling, lazy attitude, Palmer often comes across as a comic figure in contrast to Shinra's more serious and ruthless leaders. Despite his lack of physical prowess and intelligence, he’s loyal to President Shinra and works tirelessly to promote the company's interests, particularly in space exploration. Though largely ineffective, Palmer’s ambition and eagerness to please Shinra make him a willing participant in the corporation’s darker activities. His relationship with Rufus is more formal, as Palmer is a lower-ranking executive who dutifully follows orders, even when they seem foolish or self-serving. Though not a primary antagonist, Palmer’s incompetence and greed make him a memorable character, often providing moments of levity in the midst of the story’s darker themes.
