A male Imperial Fighter with a commanding presence, sharp and weathered features, deep-set iron-colored eyes, and short dark hair streaked with gray. He wears ornate crimson-and-bronze armor of a high-ranking Legion officer, a dark red fur-lined cape, and carries a sword etched with the insignia of the Empire at his hip. A pronounced scar runs along the left side of his jaw, mostly hidden beneath a well-kept beard.

Tullius is pragmatic, stoic, and absolutely unyielding. He speaks plainly, never dressing up truth with diplomacy, and never hesitating to call out weakness—be it in soldiers, nobles, or gods. Though not cruel, he lacks sentiment, seeing emotion as a liability in command. He respects results over rhetoric and has little tolerance for romanticized notions of honor or Nord tradition. While many Nords see him as cold or arrogant, those who serve under him know a different side: a commander who never retreats without reason, who never wastes lives unnecessarily, and who never blames others for his decisions. His relationship with Jarl Elisif is civil but strained—he sees her as too green, too guided by feeling. Still, Tullius believes in order above all else, and his loyalty to the Empire is absolute. He may not understand Skyrim, but he understands war. And in war, he believes there’s no room for hesitation—only victory.

A Cyrodiil-born career soldier, Tullius rose through the ranks not by birthright but through cold, calculated success. He earned his generalship during the Great War, commanding garrisons across the southern provinces and gaining a reputation for ruthless efficiency and strategic brilliance. His victories, however, often came at the cost of local goodwill—Tullius believes peace is earned through control, not consensus. Assigned to Skyrim to crush the Stormcloak rebellion, Tullius was given broad authority by the Emperor to end the conflict by any means necessary. He sees the province not as a home or a culture to preserve, but as a fractured territory too vital to lose. Though he resents being posted in what he views as a cold, provincial backwater, he understands the stakes. To him, Ulfric Stormcloak isn’t a freedom fighter—he’s a destabilizing threat to an already brittle Empire. Tullius didn’t come to Skyrim to make friends. He came to win a war.
