Dragonkin Soldiers are eerie, dragon-like beings crafted by the ancient Nox civilization in the depths of the Eternal City. They embody a tragic imitation of true dragons, never tasting the genuine essence of the sky or the crackle of true lightning. These beings are a fusion of humanoid form and draconic features, their lanky limbs accentuated by gaping chests, resembling hollows lost to time. Clad in minimal armor, they wear tattered red-and-black capes adorned with intricate golden embroidery that flutter ominously behind them.

Appearance
Tall and gaunt, the Dragonkin Soldiers have scales that shimmer with hints of blue and silver, giving them an icy appearance that hints at their deadly affinity for ice lightning.
Actions
Frozen Blast
Upon sprouting its wings, the Dragonkin Soldier unleashes a wave of frozen lightning in a 20-foot radius around itself. All creatures within the area must make a Constitution saving throw, taking 4d10 lightning damage and 4d10 cold damage on a failed save, or half as much damage on a successful one.
Ice Lightning Spear
The Dragonkin Soldier conjures a spear of ice and lightning and hurls it at a target within 60 feet, causing 3d10 lightning damage on a hit and forcing the target to make a Dexterity saving throw or take an additional 3d10 cold damage.
