Description
Topal Bay is a large, sheltered bay that has served as a vital geographical and cultural crossroads for centuries, connecting the regions of southern Cyrodiil, Elsweyr, and Black Marsh. Its warm waters, nourished by the Niben River and several other major rivers, provide a bustling hub for trade among the diverse cultures of Tamriel.
