The Shatter-Shield clan, operating a private shipping venture, remains unaffected, leading Orthus to suspect foul play, though he lacks concrete evidence. Desperate to salvage the Company's reputation, he enlists the Dragonborn's aid to eliminate the pirate threat, hoping to restore operations and prove his worth to his superiors.
